Michael Osur, DTM, of Highland, California, is the deputy director at the Department of Public Health in Riverside County, California, where he has worked since 1994. Osur leads the Special Services division, which includes HIV/AIDS programs, nutrition services, tobacco control, epidemiology, public health nursing, injury prevention services and healthy communities initiative. He oversees a staff of more than 300 with a combined budget of over $35 million.

Osur earned an MBA from the University of Phoenix, Arizona. He has a certificate in quality improvement, and has participated in supervisor and management training programs, leadership excellence programs and the California Health Leadership Fellowship (2010-2011). He received the Southern California Public Health Association Leadership Award in 2015 for bringing Planning, Transportation and Health agencies together to improve health in the community.

A Toastmaster since 2008, Osur is a charter member of his home club, CHAT in Riverside. He has held a number of high-profile leadership positions within Toastmasters and has attained the Distinguished Toastmaster designation—the highest level of educational achievement in the organization.

He says, “As I became a leader in Toastmasters, I found my life’s mission to help others find their voice and become the leaders they are meant to be.”

As a member of the Toastmasters International Board of Directors, Osur is a “working ambassador” for the organization. He works with the Board to develop, support and modify the policies and procedures that guide Toastmasters International in fulfilling its mission.
