Proposal to Split the District

Proposal

The Founder’s District Split Committee, as appointed by Linda Ulrich, DTM, District Governor, proposes that Founder’s District be split using the 22 Freeway (or thereabouts) as the official split boundary. As of 3.21.15, the new boundaries would be as follows*:

The New District boundaries would be as indicated in Appendix 1

  • To be inclusive of all of the clubs in Division B, Division E and Division H
  • To be inclusive a portion of the clubs from Division C and Division D
  • The allocated Divisions will be renamed accordingly A through D/E and the clubs will be re-aligned in the manner that best supports the members
  • The total number of clubs in the New District will be approximately 118

The Founder’s District boundaries would be as indicated in Appendix 2

  • To be inclusive of all of the clubs in Division A, Division F and Division G
  • To be inclusive a portion of the clubs from Division C and Division D
  • The allocated Divisions will be renamed accordingly A through D/E and the clubs will be re-aligned in the manner that best supports the members
  • The total number of clubs in the New District will be approximately 109

As per Toastmasters International and the charter for Founder’s District, the District that contains Smedley Club #1 will remain named as Founder’s District. The New District will be named according to Toastmasters International’s number system.

Please reference Appendix 3 for visual representation of what the borders for the New District and Founder’s District will potentially be.

*The division of the clubs will be adjusted prior to the vote on April 25th to account for changes in locations and number of clubs in the Divisions

Process for the Split:
If the proposal to move forward with the split is approved at the April 25, 2015 Business Meeting, at the following Founder’s District Spring Conference, one District Director would be elected for the 2016-2017 term. But instead of one set of secondary officers (Program Quality Director and Club Growth Director), the District would elect two sets -one for Founder’s and one for the new District. So for the 2016-2017 term, there would be 5 top officers in Founders. Division Directors would still be elected and Area Directors would still be appointed by the District Director.

The following year (2017-2018) the split would officially take place with each District electing a District Director and other officers.

Appendix 1

District Boundaries for District XX 2017-2018

The boundaries of this District shall be as follows:

The District includes Northern Orange County and the Southeastern part of Los Angeles County, California.

The Los Angeles county boundaries are as follows:

Between District XX and District 1: From the point where Los Angeles and Orange
Counties meet at the Pacific Ocean, follow the border line between the two counties to the intersection of the 605 Freeway (San Gabriel River Valley Freeway) with the 405 Freeway (San Diego Freeway), then proceed north along the 605 Freeway to the 91 Freeway (Artesia/Riverside Freeway), west along the 91 Freeway to the 710 Freeway (Long Beach Freeway), then north along the 710 Freeway to the 60 Freeway (Pomona Freeway).

Between District XX and District 52: From the point at the intersection of the 710 Freeway (Long Beach Freeway) with the 60 Freeway (Pomona Freeway), proceed north along the Long Beach Freeway to the end, then along the proposed extension of the Long Beach Freeway to the intersection of the 134 Freeway with the 310 Freeway (Foothill Freeway) in Pasadena, north along the 210 Freeway to Devils Gate Dam to Mt. Gleason.

Effective July 1, 1989: It has been agreed that prior to the completion of the Long Beach Freeway (710), the District boundary would proceed from the north end of the completed portion of the Long Beach Freeway (710), east along Valley Boulevard to Fremont Boulevard, north along Fremont to Pasadena Avenue and then along Pasadena Avenue to the junction of the Ventura (134) and Foothill (210) freeways, subject to change by the Board of Directors of Toastmasters International.

Between District XX and District 33: From Mt. Gleason, go due east, line of sight to Mt. Lewis, then proceed south, line of sight to Mt. Hawkins.

Between District XX and District 12: From Mt. Hawkins, proceed in a southerly direction to the “T” of the Foothill Freeway, (210), Foothill Boulevard, and the Orange Freeway (57). Follow the Orange Freeway (57), in a southerly direction to the Orange/Los Angeles County Line. Follow the Orange County Line in a clockwise direction as charted:

Southerly Orange/Riverside Orange County Line at the point due east of Fairhaven Ave. in North Tustin

Between District XX and Founder’s District: From the Orange County Line at the point due east of Fairhaven Ave., proceed due west to Fairhaven. Follow Fairhaven west to the 55 Freeway. Go north on the 55 Freeway to the 22 Freeway. Follow the 22 Freeway to its junction with the 605 Freeway.

Appendix 2

Proposed District Boundaries for District F 2017-2018

The boundaries of this District shall be as follows:

The District includes the southern portion of Orange County, California.

The Los Angeles county boundaries are as follows:

Between Founder’s District and District 1: From the point where Los Angeles and Orange Counties meet at the Pacific Ocean, follow the border line between the two counties to the intersection of the 605 Freeway.

Between Founder’s District and District XX: From the intersection of the 605 Freeway (San Gabriel River Valley Freeway) with the 22/405 Freeway (San Diego Freeway), then proceed east along the 22 Freeway. At the 22/55 Freeway junction, proceed south along the 55 to Fairhaven Ave., then follow Fairhaven due east, and extend a straight line due east to the Orange County border.

Between Founder’s District and District 12: From the Fairhaven eastward Orange County border point described above, follow the Orange County Line in a clock-wise direction as charted:

Southerly Orange/Riverside San Diego County

Between Founder’s District and District 5: From the junction of the Orange, Riverside and San Diego Counties follow the Orange/San Diego County Line in a southwesterly direction to the Pacific Ocean.
