The meeting was convened at 7:00 p.m.
Richard explained that the theme for the year relates to shifting a standard transmission car. If you properly “shift” through all of the gears you will automatically have success. So it is in Toastmasters, if we properly implement all of the tried and true strategies, our clubs and members will be SUCCESSFUL! So, let’s go for a drive!
Send your Area Council Meeting dates, times and locations to Richard ASAP. Invite the top three officers from each club to those meetings.
Lauren Kelly pointed out that some areas have had no Area Council meetings for the past several years and this omission robs clubs and members from a powerful learning tool.
HD Boesch observes that it is his opinion that the Area Council Meetings are the weakest link in Toastmasters.

It was noted that five clubs are weak and could fold if no action is taken: G1 644262 Laguna Beach; G2 4417 Quest Diagnostics; G2 Ziggurat; G4 3516 Hard Drivers; and G4 Safe Speakers.

Moments of Truth modules were handed out to Area Governors for use with their clubs. It takes a whole meeting to complete the process or parts of several meetings. It is a very powerful and effective process. It is okay to put the presentation on Power Point for club use.
Lou Ann Frederick suggests that each Area Governor ask for about five minutes of time on club agendas to “Present the Gift of the Moments of Truth Module.” This creates an atmosphere of anticipation and excitement on the part of the club members. It makes them feel special that the Area Governor came by to do this special presentation.
Richard has purchased for each Area: Leadership Excellence Series. These are on loan for the year and are to be returned at the end of the term.
The Distinguished Club Program – What it is, and why it’s so important. It is the foundation for success as a club and an area. Every club should have the plan and use the chart. Some clubs laminate the chart. There are two components: Education and Membership. Because there is a constant turnover in membership, clubs must be sure to focus on building membership building while maintaining a strong educational program. Many new Toastmasters do not complete their CTMs so it is important to get a CTM commitment from new members when they sign up. It is the key to success.
Camille Pettigrew – Area 4 Governor – Discussion about how to support struggling clubs. Clubs that only meet once a month do not have momentum. Clubs with few members have “tired” members. Division level people need to visit and provide support to give them HOPE (Help, Opportunity, Purpose, and Encouragement – I just made that up. If you have better words that’s fine with me. Gayle) and to get away from the more work and we’re all alone syndrome.
Lou Ann Frederick – Club Extension Chair – Be on the lookout for local businesses with at least 200 employees. Notice traffic patterns for when the optimum times would be for AM or PM club meetings. We can ask TI to send packets to potential clubs and offer to do Demo Meetings. Consider Saddleback Church and Oakley.
We need to mirror the demographics of the club we are potentially sponsoring to make sure there is a match.
Action Item: Come to next Area Governor Meeting with a list of potential new clubs. We will send Demo Kits.
GOAL: End the year with a NET GAIN of five clubs. This means we may have to build more than five. Let Richard know immediately if you get a lead.
Lauren Kelly – Education Chair – Area officers are a second set of eyes to support clubs in staying with the DCP (Distinguished Club Plan). Keep your eyes open and when you see a need, do something about it.
July 24 – Irvine Ranch Water District Officer Training. Our training stats after LACE are soft – 34%.
Lou Jenkins – Membership Chair - Lou is willing to help out with any club.
Just call 230-6348! You can’t give it away if you don’t have it yourself, so be enthusiastic. The TI campaigns are very effective and motivational. Use them.
HD Boesch – Contest Chair – Fall Humorous Speech and Evaluation Speech Contest. Participation makes you grow. So, grow or let grow. Sign up.
Lou Ann suggested that Richard decide if judges should come from either outside the division or be equally distributed among the areas. Richard said David Cates or Bob Hudack could assist with selection of judges from outside the district.
Chitra Mathur – Treasurer - Went to bank to get signature card so she’s ready to write checks. Will order new checks as we’re almost out. Are we paying monthly fees to the bank? Will check on that relative to our non-profit status. We can supply a letter if needed. Hector Gutierrez will train all Area Treasurers.

Chitra, Richard, and HD will develop a budget for the Division Contest. Give all receipts to Chitra.
G1 – Herb Modelevsky Visited 4:5 clubs. Sunrise is requesting a coach.
G3 - HD Boesch -– reports that he is the happiest Area Governor because he has an assistant. All six clubs in the area are in good shape right now. Officer training is an area of growth. He seeks 80% training.
G5 - Michael Heath– Has contacted three clubs and will work with Susan to get around to all of them. G5 has the challenge of some company clubs which tend not to particpate much. Maybe they could join with G2 which also tends to have low participation. Michael has some club leads: The Pension Group and Haskell & White – in Irvine.
Miscellaneous – Private officer trainings (trainings outside of the official division format) require a letter or email be sent to the District Data Chair listing the name of the officer, the office they hold, and the date on which they were trained.
